Board Meeting, November 28, 2018

MINUTES FOR THE NOVEMBER 28, 2018 SAN ANTONIO VILLAGE ASSOCIATION

Dawn Lucian (President), Peter Sturken (Vice President), Mike Porter (Secretary), Bettina Johnson (Treasurer) and Lynn Nichols (Member at Large) were in attendance. Manager Karel de Veer, Maintenance Supervisor Kent Harris and eleven homeowners were also in attendance.

The meeting was called to order by Dawn Lucian at 7:00 P.M.

1) The minutes from the October 17, 2018 meeting were approved.

2) Treasurer’s Report: Bettina Johnson

Our Total Income at the end of October is $243,747. or at 99.3%, and our total Rental Income is $12,000. Total Expenses are $255,098. or 95.5%, and there have been no Rental Expenses in this fiscal year.

705 – Capital Maintenance/Capital maintenance: The road surface update in Section 1 has been completed and cost $31,238. which included necessary “scratching” of the surface at the entrance on San Marcos.

Maintenance:
471 – Pest Control: Continues to fluctuate… after a couple of years of a high number of tentings, very few were necessary last year, but this year’s number is back up.

Utilities:
504 – Water – Last week’s .79 inches of rain (measured at the Goleta Fire Station), was very welcome and more is expected possibly twice this week. Beyond the drought though, the current over budget spending is due to high usage in one cul de sac, and progress is being made in identifying the problem, so far colored pills showed several toilets leaking, but there still seems to be something else going on…to follow up on.

3) Architectural Change Requests:

A) Board approved 4 – 1 a small wireless security camera for the backyard of 9-B N. San Marcos Road. The camera can only be focused on the private backyard.
B) Board unanimously approved an exterior vent from range hood for 61-B N. San Marcos Road.
C) Board unanimously approved installation of two zone mini split air conditioning heat pumps in two upstairs bedrooms for 5076-A Calle Real. Outdoor condenser will be bolted to concrete pad in back patio. Refrigerant lines will be underground except for back patio.

4) Kent Harris gave an update on the gardening projects. The removal of grass and installation of new plants along Calle Real will be completed in January 2019. We thanked Kent Harris and his crew for the work that they have been doing to make San Antonio Village more beautiful.

5) A resident requested that one of the trees that was removed in section two across from the mailboxes be replaced. The board will take this request under advisement.

6) A resident requested that the pool area not be closed at 9:00 P.M. instead of 10:00 P.M. during the winter months when the pool is not heated as approved at the October 2018 meeting. It was presented to the board that some residents have evening meetings and like to use the pool area later in the evening. A suggestion was made to have the residents serve as “ambassadors” and close the pool area themselves at 10:00 P.M. Resident Nancy Keele volunteered to survey residents to see how many use the pool area later in the evening in winter months.

7) Kent Harris has board approval to take the gardeners out to lunch on their birthdays.

The annual San Antonio Village holiday party will be on Wednesday, December 5 at 6:00 P.M. All residents are encouraged to attend.

There will not a board meeting in December. The next regularly scheduled board meeting will be on Wednesday, January 23, 2019 at 7:00 P.M. (revised from January 16, 2019).
