Minutes for the San Antonio Village Homeowners’ Association Board of Directors
Monthly Meeting on February 26, 2025

The Board meeting was called to order by President Dawn Lucian at 6:00pm. Other Board members present were Cindy Capra (Secretary), Mike Porter (Treasurer) and Emilie Dressaire (Member at Large). Also present were Daniel Ortiz manager and 29 Owners.

1. A motion was made by Dawn Lucian to approve previous meeting minutes of January 15, 2025 and seconded by Emilie Dressaire. The meetings minutes were approved.

2. Treasurer’s Report:
a. We will need to prepare and approve the 2025-26 Budget by May. Will have a workshop again prior to setting the budget. The date for the workshop will be set in early April in order to vote on new budget in April and finalize by May 2025.
b. Financials:
i. Admin Expense: Income was over by $16,900 primarily due to interest earned from maturing CD’s.
ii. Administration expenses were $159K on a budget of $163K, primarily due to some savings in the insurance line.
iii. Grounds/Landscaping expenses were $88K on budget of $104K; this is primarily due to having 1 fewer gardener on staff, thus salaries were under by $19.5K. We have hired a 3rd gardener who began mid-January.
iv. Maintenance expenses were under by $7.5K due to repairs/maintenance being less than budgeted. This particular budget line was increased this past fiscal year due to some repairs that were made in 2024 to carports.
v. Utilities expense was $114K on budget of $112K. Gas expense has run $2.2K less than budgeted while water is year to date $3.6K over for the 7 months.
vi. Total expenses are $440K on budget of $465K – $25k under for fiscal year.
c. We are moving some money around to new CD’s through Banc of CA where they can handle our large reserve balance and help us to maximize earnings from it. We are also in the process of changing our operating account to Banc of CA from Mechanics.

3. Manager’s Report:
a. Because we are slightly overexposed in our money market account we are in the process as mentioned of moving money to Banc of CA to maximize earnings.
b. Maintenance repair on sidewalk was performed in January. We are addressing the possible tripping issue by minimizing the decline by pool sidewalk and we will put in a handrail for some support for those that require extra assistance.
c. We are continuing to make progress on roof replacements.
d. Currently we are in process of redesigning antiquated landscaping by moving to drought resistant landscaping. If members have any questions please reach out to Daniel or Kent.
e. Our new gardener German just passed his 45 day review; as a result we increased his hourly by $1. He is doing a good job. We are fully staffed now with gardeners.
f. We will be redoing cul de sac seal coats. We want to do it slowly and incrementally due to the challenge and inconvenience of parking. We will schedule for late April or May so sun will dry the hot crack seal. Company X quote was $4k less than the other competitor; we will probably go with them.

4. Earthquake Insurance Discussion
a. The board reviewed EQ insurance information and proposal/quotes that include coverage ranging from $60M / 20% deductible (previously carried with State Farm) to

$10M / 10% deductible.
b. The previous cost of EQ insurance was approximately $63K. The new EQ coverage cost could range from $90K ($10M / 20% deductible) to $133K ($60M / 20% deductible).
c. The board members discussed not only the increased cost of EQ insurance but also the resulting need for a special assessment IF there was an EQ claim.
d. The overall increase to our insurance expense could result in an average of a $30/unit/month increase to the insurance line.
e. The board feels there is a fiduciary responsibility to offer EQ insurance because the village has carried it for the past 50 years.
f. A few residents indicated that they were able to get a mortgage loan only because San Antonio Village DID carry EQ insurance.
g. The board would like to do a poll of homeowners to see how they feel about EQ insurance coverage in order to make a decision.
h. The general consensus of residents that were present was that they would rather be overinsured than underinsured. Because we are a community they understand that a special assessment would be incurred if there was a major event that caused structural damage. However, one resident indicated she’d rather pay $30 more a month now than have to cover damage with no insurance.
i. It was highly recommended that individual homeowners seek EQ insurance for their own units through California Earthquake Association (CEA) to protect their personal property as EQ insurance coverage through the association does NOT cover individual property.

5. Smoking Policy:
a. The subject regarding our current smoking policy started when a new homeowner tried to communicate with common wall neighbor regarding his smoking habit. The smoke is drifting into their unit through walls, outlets and vents. Since the subject was brought up in a previous meeting many owners have talked about their experience, including patio smoking and inside home smoking that does seep into the adjoining unit through walls/outlets, etc. due to construction of the buildings.
b. Again the board would like the homeowners to weigh in on the subject, however the Board decided that it will bring the subject of adding a smoking ban to the CC&R’s to a vote.
c. There is a common consensus that homeowners do not want their personal choices and lifestyle to be dictated by CC&R rules, however there is common knowledge that second hand smoking is unhealthy for individuals and could affect anyone that has an adjoining neighbor that smokes.
d. We currently have a no smoking policy for any common area; the vote regarding smoking would be to ban it from indoor units and patios. Adding this language to the CC&R’s would allow enforcement IF there was a complaint that could not be handled via other communication. Ultimately the offender could get sued.
e. A 60% affirmative vote is needed to make this change.
f. A resident asked if having a smoke free community could give us a break on our GL fire insurance. Great question. We will follow up with our agent to find out.
g. Another resident pointed out that the resale value of their home could be impacted with a smoking ban in place.
h. The board will ask for an official vote regarding adding a smoking ban to the CC&R’s with the poll regarding EQ insurance.
