Board Meeting November 20, 2013

SAN ANTONIO VILLAGE BOARD MEETING FOR NOVEMBER 20, 2013

The Homeowners Association meeting held on November 20, 2013 was called to order at 7:00 P.M. by Jeff Litherland, vice-president. Present were Board members Lynn Nichols, Joel Naftali and Bettina Johnson

1) Minutes of the July 17, 2013 and October 16, 2013 meetings were accepted and approved.

2) Financial Report: Bettina Johnson presented the financial report. The fiscal year is proceeding smoothly, with the continuing exception of the Goleta water billing for June. We have withheld $5,000 pending resolution with the Goleta Water District of that billing. Karel told us the Goleta Water District is running behind on the billing due to computer problems; however we have budgeted $30,000 and have only paid $15,000, so we are in line with planned expenditures.

3) Architectural changes: 5056A standard railing request was approved by the board.

4) Old Business: Bettina was greatly relieved that the Board found is unnecessary to improve entrance trespassing signage. She routinely checks out unfamiliar people by asking if she can help/direct them. A couple of years ago when the cycle of gang activity was on the rise and we’d experience a few petty thefts from open vehicles, one fellow in “painting” whites said he was an employee, which made her laugh out loud as she responded she was on the Board and knew the employees for whom she signed checks!

The Board found the recent evening incident of an SAV resident stepping in a big pile of poop and the burly tattooed pet owner responding to a clean up request with shouted curses, to be the exception rather than the rule, though dog walkers are routinely seen using the SAV green area starting at the intersection of Calle Real and San Marcos.

As a follow up of prior discussions: Installation of air conditioner by Mr. Pace was never completed. He did lots of additional plumbing in preparation but found the final cost prohibitive. Sears had misrepresented the cost of installation.

5) New Business: Karel discussed parking seniority for second parking spaces for units. The policy has been that assignment is based on seniority of owner. Owner Donna Wong has owned for about 30 years; she never had a second space and is now is requesting a second space for her unit, based on her seniority. There are no extra units in her cul-de-sac. The Board decided she needs to go on the waiting list; she would be #1, and when the next unit sells in her cul-de-sac, she will get the next parking space available.

We are not going to have a Dec. board meeting–all approved.

Holiday party: Dec. 13th at 6PM. Catered by Fresco, plus lots of Pizzas from Costco and special plates and cake from Costco. Board will assemble at 5:30. Lynn will take responsibility for wine, based on info from Karel on budget and quantity.

We voted on Christmas bonuses for gardeners: $300.00; $500.00 for Tim.
