Board Meeting, July 21, 2021

MINUTES FOR THE SAN ANTONIO VILLAGE HOMEOWNERS’ ASSOCIATION MONTHLY MEETING ON JULY 21, 2021

Dawn Lucian (President), Diane Kirchner (Vice President), Mike Porter (Treasurer), Chad Lindblad (Secretary), Ken Masuda (Member at Large), Manager Daniel Ortiz, and Seven Homeowners were in attendance.

The meeting was called to order by Dawn Lucian at 7:00 P.M.
1) Approved minutes of June 16th, 2021 meeting

2) Financial report presented by Mike Porter and approved by the board
June 2021 Financial Report: The fiscal year ended on June 30, 2021. At the end of June 2021 our total income is $775,081 or 99.4% of our budget plan of $780,013. A portion of the variance is due to CD income being lower than plan by $6,981 due to the low CD rates currently being paid. The 2021 – 2022 CD interest budget has been adjusted to $3,000. Recreation Room charges, Miscellaneous charges and Transfer fees are higher than plan by $2,050 due to more escrow and loan fees than plan. There were eight escrow transfers from July 2020 – June 2021. Our total operating expenses are $621,876 or 94.6% of our budget plan of $657,035. Federal, Franchise, Payroll and Property taxes are under budget by $10,512. Grounds/Maintenance Materials are under budget by $25,759. Water is over budget by $8,186 but the combined other utilities are under budget by $7,513. Pest Control is under budget by $9,983. Net ordinary income is $30,227.

3) The Board approved a motion to move the $30,000 underrun of the budget at the end of the fiscal year (ending June 30, 2021) to reserves.

4) The Board, along with much input from homeowners discussed the appropriate age persons should be allowed in the hot tub, including reference to the Davis-Sterling Act. Conversation also took place regarding the use of swim diapers, cell phone use in the pool area, and pool safety. The Board approved a temporary motion to only allow persons 12 years of age and older to use the hot tub, with the understanding that the rule would be revaluated after Labor Day, 2021.

5) The Board discussed the rec room use policy.

6) The Board discussed the drought, and corresponding increases in water prices.
