Minutes for the San Antonio Village Owners’ Association Board of Directors
Monthly Meeting of March 16, 2022

The meeting was called to order by President Dawn Lucian at 7:00 pm. Other Board members present were Diane Kirchner (Vice President), Ken Masuda (Secretary), Mike Porter (Treasurer), and John Carter (Member at Large); also present were Daniel Ortiz (Manager) and 6 homeowners.
1. The Board approved the minutes of the February 16, 2022 meeting.

2. Mike Porter presented the financial report for the first eight months of 2021-22. He noted that reasons for many of the variances were for the same as discussed in previous months. Pest control costs were down because fewer units than anticipated needed termite tenting. Also, water costs were lower due to reduced watering of the SAV grounds. The Board approved the financial report (moved and seconded, Dawn Lucian/Ken Masuda).

3. Installation of 240V Outlets for Electric Vehicles
Homeowner/Electrician Steve Mueller reported on installation costs for a unit needing only 30 feet of electric cable. His cost estimate of $6,200 included concrete work, trenching, stucco, paint, tubing and electric wire. He indicated that units further away from their carports would need 60-70 feet of cable. The Manager indicated that only 9 homeowners said they would be interested in installing a 240V line and of these only 5 currently had electric vehicles. Following discussion, the Board decided that requests to install a 240V line would be reviewed on an individual homeowner basis.
4. Discussion of Guest Parking Spots
It was suggested that SAV adopt a policy limiting to 2 the number of vehicles that owners of one unit could park on SAV property, because “we can’t have owners using guest parking all the time.” It was also pointed out that 9 of the 152 units have only 1 assigned space and that these units should be given a second space, out of the available guest spaces, if a new 2 vehicle rule is adopted.
Following discussion, the Board agreed to put the vehicle limit proposal on the April agenda, along with a plan to allocate a second space to all 9 units that currently only have one parking space. The Manager and Mike Porter were tasked with developing these proposals.

5. Architectural Change Request

67B – Solar Venting Skylights. Moved by Dawn Lucian/seconded by Mike Porter and approved.

6. There was discussion regarding when the pool would be heated. The Manager indicated that the traditional start date was the Memorial Day weekend. However, it would be possible to start solar heating only earlier with gas heating to begin later.
