Minutes for the San Antonio Village Owners’ Association Board of Directors

Monthly Meeting of June 15, 2022

The meeting was called to order by President Dawn Lucian at 7:00 pm. Other Board members present were Diane Kirchner (Vice President), Ken Masuda (Secretary), and John Carter (Member at Large); also present were Daniel Ortiz (Manager) and 4 homeowners.

1. The Board approved (Dawn Lucian/Ken Masuda) the minutes for the April 20, 2022 meeting.

2. Treasurer Mike Porter was absent so Manager Daniel Ortiz presented the financial report for the first eleven months of 2021-22. He noted that Federal and State taxes, currently shown as unpaid, will be shown as paid in the June report. He also noted that water costs, under budget by $9,700 partly reflects efforts by the Association to conserve water on the roughly 30% of the bill that pays for landscape watering.

3. Election Under Revenue Ruling 70-604.
The resolution adopted by the Board (Dawn Lucian/Diane Kirchner) defers interest and rental income in order to reduce taxes on these amounts.

4. Dog Leash Rule
The proposed rule, discussed during last month’s meeting, was approved (Diane Kirchner/ Ken Masuda.

5. Green Grass: Aesthetic Expectations vs. Drought and Maintenance Costs.

Before discussing grass, Manager Ortiz indicated that work had begun and will continue on rejuvenating the tree canopies on the American Sycamore trees, at a cost of approximately $12,000. Further grass removal, advantages and disadvantages of various types of grass, both aesthetic and watering needs, were extensively discussed. The continuing need for homeowners and residents in rental units to conserve water was also discussed at length.
