Minutes for the San Antonio Village Homeowners’ Association Board of Directors
Monthly Meeting: March 15, 2023

The meeting was called to order by President Dawn Lucian at 7:00pm. Other board members present were Diane Kirchner (Vice President), Mike Porter (Treasurer), Cindy Capra (Secretary) and Ken Masuda (Member at Large). Also present were Daniel Ortiz (Manager) and 6 homeowners.

1. The Board (Dawn/Mike) approved the minutes of February 15, 2023 with the following corrections: ref 3a of minutes dated 2/15/2023 $207,000 (not $270,000) is contributed to reserve automatically each year; that is approximately $115/unit/month totaling $1380 per unit per annum.

2. Assessments, Income, Expenses, Budget, Management, Maintenance and Repair of Development Overview.

Management Report
A. Daniel out of town next week
B. Discussion regarding status of car port drain installation project by Kent and carport front poles base repairs.
C. Pool deck – some caulking was not up to our standard. Daniel had it repaired.
D. GPM redid some asphalt work in cul-de-sac 41-53.
E. Door change colors should come to the Board for review as Architectural Change Requests.

3. Recreation Areas Repairs Overview
There has been some deterioration of the outside beams in recreational area/office entry way. Daniel has talked to 3 different companies to obtain quotes for patching some of the termite areas where possible. The plan is to remove skylights in recreation area walkway entrance and replace with a shingle roof — leading to less maintenance in the future. Tenting will happen after new wood beams are installed.

Budget workshop – Will be scheduled for some time in April. Daniel anticipates the reserve study will be back completed in the next 3 or so weeks. He will send out a notice to all Homeowners regarding the scheduled time for the 2023-24 budget workshop. It is important for Homeowners to have some input into how the association dues are being used.

4. Financials:
A. Mike Porter reviewed the highlights of the February 2023 financials.
B. He commented on the expectation of interest income from the investments getting booked soon explaining the $3200 shortfall in Interest Income.
C. General Liability went up by $1800 in Feb – an overall increase of 15% due to the loss of a claim free discount by State Farm. It was suggested that seeking additional insurance quotes would be beneficial to the homeowners.
D. Gas expense is down fiscal year to date $3200 due to not heating the hot tub during the pool renovation project.
E. Water expense is under budget by $8235. The February 2023 Financial Report was approved by the Board (Dawn/Diane).
F. Budget deadline for distribution 6/1/2023 for new fiscal year 7/1/2023.

5. General Questions
A. Insulation Expense – it will be incurred by the owner if they choose to install insulation at the time of their roof replacement.
B. Roof Replacement Timing: Leaking roofs will be replaced first. No obvious issue roofs will be subsequently scheduled for replacement. Timing will be 2-3 years for all replacement.
C. Fence replacement is responsibility of the homeowner. The HOA will replace post and cement – HOA is responsible for labor as well. Homeowner is responsible for purchase of wood.
D. CCR Addendum maps out who is responsible – Daniel said that was available online to all homeowners.
