Minutes for the San Antonio Village Homeowners’ Association Board of Directors
Monthly Meeting on February 18, 2026

The Board meeting was called to order by President Pro Tempore Mike Porter at 6:00pm. Other Board members present were Jeff Litherland (Vice President) and Patrick Pell (Member at Large). Also present were Manager Daniel Ortiz, and 9 homeowners.

1. The minutes of the previous meeting held on January 20, 2026 were approved. Jeff Litherland made a motion to approve, Patrick Pell seconded

2. Manager’s Report:
a. SCE notified Daniel and the Office that a design plan is being discussed to bury the remaining cable coming from N. San Marcos Road/Calle Real through our first gate and behind Buildings 13 and 11. Daniel will notify the Association when those plans are finalized.
b. Daniel had Quality Roofing review a few of our flat roofs. All were in good shape – a few leaks stemming from windows, A/C units and bathroom vents. Kent resolved

3. Treasurer’s Report
a. Interest Income: over by 11k of budget (expected) for the fiscal year
b. Administration Expenses: under by 2k of budget for fiscal year
c. Legal Expenses: under by $1,500 – this will go down slightly as we finalize a couple issues
d. Grounds/Landscaping: under by 14k of budget for fiscal year – we have a few beautification projects and tree trimming coming up (number will go down)
e. Maintenance: under by 9k of budget for fiscal year – number will go down as we repair a few dilapidated carports
f. Utilities: over by 2k of budget for fiscal year due to gas and electricity

4. Master Policy Premium Increase
a. The Board of Directors, spearheaded by Board Member Cindy Capra, explored alternative options for SAV’s Master Policy (originally covered by State Farm) due to the increase of $40k for our annual premium. Those alternative options denied potential coverage for the HOA (stated reason: no bbq policy). State Farm being the only option, the Board decided to increase our deductible from $10k to $25k to lessen the blow to our monthly dues. All other details remained the same. Dues will increase by around $21 per month per homeowner on the insurance line alone for the following fiscal year.

5. Architectural Changes:
a. 5046A: Installation of front steps railing was approved, Jeff Litherland made a motion to approve, Patrick Pell seconded
b. 5074B: New window for back of building and skylight installations were approved after a few questions were answered electronically post January meeting
